VISA Wavier Measure for Kuwaiti Diplomatic and Special Passport Holders from 12 May 2025

Based on the bilateral MoU signed between the State of Kuwait and Japan, VISA wavier measure for the Kuwaiti nationals in possession of valid DIPLOMATIC and SPECIAL passports issued by the Ministry of Foreign Affairs of the State of Kuwait will come into force from 12 May 2025 (as the date of entry to Japan). Any entry before the mentioned-date still requires to obtain necessary VISA in advance.

＜IMPORTANT＞
As ordinary process, Kuwaiti nationals in possession of ORDINALY passport are still required to obtain VISA from the Japanese diplomatic missions prior to their entry to Japan.
 

Kuwaiti nationals in possession of the following valid passports issued by the Ministry of Foreign Affairs of the State of Kuwait;

(a) DIPLOMATIC passport
(b) SPECIAL passport

(1) Excercising Diplomatic or Consular Functions or Official Duties
   ＜A＞ With Official Letter
   ※ Definition of the Official Letter ※
       ー such as Note Verbal issued by the Ministry of Foreign Affairs of the State of Kuwait

   By submitting the ORIGINAL official letter issued by the government of the State of
   Kuwait upon their landing to the officer of Immigration Services Agency of Japan, those
   Kuwaiti nationals having their names mentioned on the official letter can stay in Japan
   during their mission.

   ＜B＞ Without Official Letter
   If such eligible Kuwaiti national is unable to submit the valid official letter up on their
   landing, the entry will be treated same as “(2) Others” as below, and duration of stay
   will be up to ninety (90) consecutive days.

(2) Others (such as tourism)
   Submission of the official letter is not required for the intention of staying in Japan for a
   period not exceeding ninety (90) consecutive days.
